The session will focus on concepts for local officials on financing local government operations. Discussion points will include: the use of reserve funds and fund balance as a financing source at budget time; financing infrastructure and improvements; the need to examine user charge rates such as sewer, water, and
refuse; equity issues relating to who should bear the burden of financing particular projects and services; and how long-range capital and operational plans
play a part in the annual budget process.
How to finance infrastructure improvements through realistic rate setting is effective asset management that will ensure better service while minimizing surprise
“hits” to your local budget. Local government officials will learn ways to manage and maintain water and waste water systems without undue financial
burden on future generations. With fewer grant dollars available for public infrastructure construction or replacement, local government must make their current
systems more self-sustaining. Effective rate setting will help you do that.
HOCCPP Land Use Training Conference
The Herkimer-Oneida Counties Comprehensive Planning Program
(HOCCPP) will host its second annual Land Use Training Conference this fall at Mohawk Valley
Community College on Saturday,
September 27 in the Information
Technology Building.
This is an opportunity for local planning and zoning board
members to receive training on a variety of land use topics, both basic and
intermediate in scope. Planning and zoning board members will have the
opportunity to complete their annual training requirement. For more
